Marshall County Court Referral Services, Inc. has been providing quality criminal justice services to the citizens of Marshall County for over 20 years. The Court Referral Office began providing services to the courts of Marshall County in 1988 as part of a movement to bridge the gap between criminal justice systems and treatment agencies. The courts recognized at the time that approximately 80% of criminal activity was drug and or alcohol related. As a result the Marshall County Court Referral Services, Inc. was formed.

The Court Referral Program has grown from providing intervention education programs to DUI offenders to providing comprehensive services for all types of offenders and the community at large.

Following is a list of services offered by this agency and an overview of services that are currently being planned.

Adult Drug Court Post Adjudication Phase 1: Offenders are allowed to request entry into phase 1 drug court as an avenue to allow for a favorable disposition of their case. In this blending of justice, treatment, and social service systems, the drug court participant undergoes an intensive regimen of substance abuse treatment, case management, drug testing, supervision and monitoring, and immediate sanctions and incentives while reporting to regularly scheduled status hearings before a judge with expertise in the drug court model. In addition, drug courts increase the probability of participants’ success by providing ancillary services such as mental health treatment, trauma and family therapy, and job skills training.

Adult Drug Court Post Adjudication Phase 2: Offenders are ordered by the court as a condition of any early release from jail, prison or as a condition of probation.

Juvenile Drug Court: Currently being operated by the Juvenile Court Officers, offers the same, drug testing, sanctions, incentives and judicial reviews as adult drug court.

Family Drug Court: In the course of a private dependency petition or through the Department of Human Resources, parents may be ordered to undergo the same regimen as an offender who has entered into Adult Drug Court. These cases are managed through our office and reviewed regularly by the District Court Judge Liles Burke.

Felony Pre-Trial Supervision: Participants are ordered to participate in a comprehensive case management plan as a condition of release from jail on a bond condition. These persons are generally charged with offenses ranging from drug trafficking, distribution and manufacturing.

Court Referral Officer Services: Court Referral Officers are available in each court from every jurisdiction within the geographical boundaries of Marshall County. We provide services to all 6 Municipal Courts, 2 District Criminal Courts, 2 District Traffic Courts, Felony Criminal Pre-Trial and Motions, Juvenile Court, Dependency Court and upon request civil proceedings.

Court Referral Officers provide evaluation and placement to any individual who is referred by the court for intervention/ education, drug testing, treatment and all other ancillary services that may be necessary.

Level 1 and Level 2 Education Intervention: These programs provide low-risk offenders with a basic overview of the dangers of drug and alcohol use and are utilized as part of a comprehensive case management plan.

Domestic Violence Intervention Program: The domestic violence intervention program provides domestic violence offenders with an education/ intervention program as part of a comprehensive case management plan.

Drug Testing Services: In 2003 Marshall County Court Referral Services, Inc. installed a fully operational onsite laboratory utilizing Siemens Healthcare Diagnostic reagents and the Olympus AU400 analyzer. The lab is currently equipped to process 400 specimen per/hour. We can provide test results within 2 hours or less from the time the specimen is collected.

Drug Testing Services are offered to non- criminal justice agencies as a low cost solution to their drug testing needs. Currently we are conducting drug testing for all five (5) local school systems, local governmental agencies and businesses.

In 2009 we will begin marketing our comprehensive solutions to drug testing needs to any business or organization. We offer consultation services, assistance with writing policies, random sampling, expert court testimony and years of experience working with people who have drug and alcohol issues.
